Parashat Masei – Opening Questions

What is the purpose of the cities of refuge? Are they meant to safeguard the unintentional murderer or to punish him?
Why does the Torah feel it necessary to list all the sites through which the Children of Israel traveled? Why are some stops discussed at length and others just mentioned?
