Parashat Nitzavim – Opening Questions

When Moshe says, "הַמִּצְוָה הַזֹּאת... לֹא בַשָּׁמַיִם הִוא", to which commandment is he referring?
Does atonement automatically follow repentance? Why does Hashem say that He will hide His face even after the people confess having sinned?
