Prophecy of Annunciation
The chapter describes Yeshayahu's appointment to prophecy where he was prepared for and received his mission.
"אֶת מִי אֶשְׁלַח... וָאֹמַר הִנְנִי שְׁלָחֵנִי" – The Rid points to these words as proof that the chapter speaks of Yeshayahu's appointment as prophet.

Rebuke to Unbelievers
Yeshayahu's prophecy is aimed at the people who refused to believe in his prophecies and mocked his words. Yeshayhau tells them that this was foretold to him, and is part of their punishment.
