Chronology of the chapters

Rebuke to Unbelievers

Yeshayahu's prophecy is aimed at the people who refused to believe in his prophecies and mocked his words. Yeshayhau tells them that this was foretold to him, and is part of their punishment. Due to their numerous sins, they are being prevented from repenting until they receive their just punishment..

Warning of Exile

The prophecy constitutes a warning regarding the upcoming exile.  The sources split regarding whether Yeshayahu is addressing Israel and speaking of the exile of the Ten Tribes or if he is speaking to Yehuda and speaking of their exile as well.
